Observatory on the Cost of Non Action
The observatory, now in its fifth edition, assesses the economic, social, and environmental impacts of delays in strategic infrastructure development in Italy. The methodology, developed by Agici researchers, is based on a Cost-Benefit Analysis. CNF’s focus is on infrastructure projects related to energy, waste, infrastructure, and water. The project also aims to investigate the causes of inertia and make concrete proposals to help overcome them.
The Observatory on the Cost of No Action’s main activities are:
- The CNF Project: analyzing specific work.
- Benefits of having Done: measures the benefits of the implementation of individual infrastructure projects.
- Regional CNF: measures the cost of non-development at the regional level.
- CNF in developing countries.
- CNF in-depth exclusives, for example on nuclear power.
Objectives
- Analyze and disseminate information on issues related to delayed and/or failed implementation of infrastructure in Italy .
- Measure the costs of such delays for the country.
- Propose solutions to unlock the country's infrastructure development.
